Temporary Traffic Management Plans

Sometimes it is necessary from time to time to put in place temporary traffic management measures to facilitate safe road works, temporary closures or incident management, whilst keeping the traffic flowing as freely as possible. As there is often a high traffic flows on many roads, it is particularly important to plan all works activities and temporary closures to optimise safety, road space and work efficiency, whilst minimising road user congestion, delay and inconvenience.

This plan, provides guidance for those responsible for the design of temporary traffic management arrangements which should be implemented to facilitate maintenance activities or in response to temporary situations. It contains advice relating to traffic safety measures, and the identity and location of the traffic signs needed to guide road users, including pedestrians, safely past obstructions in temporary situations. It is structured to facilitate and reflect the design process for temporary traffic management, from the initial broad brief to details of signing provision. It raises the principal issues that need to be considered in temporary traffic management design and provides advice about their resolution. The document deals with the design of temporary traffic management arrangements on single carriageway roads and dual carriageway roads separately. The design guidance is illustrated by the inclusion of sample plans.

Risk Assessment

“Under Section 19 of the Safety, Health & Welfare at Work Act 2005 the following is applied:

Every employer shall identify the hazards in the place of work under his or her control, assess the risks presented by those hazards and be in possession of a written assessment (to be known and referred to in the Act as a “risk assessment”) of the risks to the safety, health and welfare at work of his or her employees, including the safety, health and welfare of any single employee or group or groups of employees who may be exposed to any unusual or other risks under the relevant statutory provisions”

Method Statement

A work method statement, sometimes called a “safe system of work”, is a document that details the way a work task or process is to be completed. The method statement should outline the hazards involved and include a step by step guide on how to do the job safely. The method statement must also detail which control measures have been introduced to ensure the safety of anyone who is affected by the task or process.

Safety Statement

This is a statement required to be provided by the employer to ensure the health and safety to their employees. This should state the resources necessary to maintain and review safety and health laws and standards in the workplace. A statement includes the way work is carried out, how goods and services are designed and provided and also the selection of competent people, equipment and materials.

Section 20 of the Safety, Health and Welfare at Work Act 2005 requires that an organisation produce a written programme to safeguard:

  • the safety and health of  employees while they work
  • the safety and health of  other people who might be at the workplace, including customers, visitors and members of the public

The Safety Statement represents a commitment to their safety and health. It should state how the employer will ensure their safety and health and state the resources necessary to maintain and review safety and health laws and standards. The Safety Statement should influence all work activities, including

  • the selection of competent people, equipment and materials
  • the way work is done
  • how goods and services are designed and provided

It is essential to write down the Safety Statement and put in place the arrangements needed to implement and monitor it. The Safety Statement must be made available to staff, and anyone else, showing that hazards have been identified and the risks assessed and eliminated or controlled.
